Can you identify the language, and do you know where it’s spoken?

Some language spoken somewhere in Africa I guess?
I agree that it might African but I also think I hear some Asian sounds although not sure if I hear tones. VERY interesting!
It sounds Sinitic, I’m going to say Wenzhounese since the page was recently improved. Also as someone above said they weren’t sure if they heard tones: Wu (of which Wenzhounese is a dialect) has a pitch accent but it’s not tonal like some other Sinitic languages
There was definitely some vocabulary in common with Mandarin. I also heard a clear low falling-rising tone.
IT doesn’t seem to be Mandarin, but it is related, so probably another Sinitic language.
The answer is Putian (莆田話 / Pó-chéng-uā), a dialect of Puxian (莆仙語), a variety of Coastal Min spoken in the city of Putian (莆田市) in Fujian province in southeastern China.
