Hmm. Sounds like a Turkic language, wrapped up in a dialect of a little known Romance language from somewhere in the Romansch-speaking area. Anyone’s guess!
I agree with the notion of a Turkic language but I also hear some Russian overtones. Therefore I assume that this language is spoken in the area of the former Soviet Union.
I think it’s Nganasan – but that’s Uralic, not Turkic …
The mystery language is indeed Nganasan (ня”), a Samoyedic language spoken on the Taymyr Peninsula in the Siberian Federal District in the north of Russia.
