The answer wouldn’t be “Catalan and Spanish”, would it? That looks awfully like the Arc de Triomf in Barcelona.
The first thought that came to my mind was: “just another of Ceausescu’s architectural sins”. So the answer would have been “somewhere in Romania and the Romanian language”.
But, since you gave the hint that more than one language was being heard at that place, I can’t help agreeing to Stuart Mudie.
Stuart is right – it is indeed the Arc de Triomf in Barcelona, where Catalan and Spanish are spoken.
