Taking up adnankhalil’s suggestion of Kurdish, but deviating slightly from that path, I’m going to guess Gorani – a language spoken by Kurds but belonging to a distinct branch of the Iranian family. Reply
The answer is Jakati (Baluj) – an Indo-Aryan language related to Punjabi and spoken mainly in Ukraine, and also in Afghanistan. The recording comes from the GRN. Reply

An Iranian language, perhaps? But I’m fairly sure it’s not Persian, Tadjik or Pashto.
