From the sounds and the timbre of the voice I think it is a North American Indian language. I am going to guess Menominee.
If I have not misheard, the person speaking does it in Attikamek, a variant of Quebec Cree, almost extinct. At least he pronounces that word.
The answer is Malecite-Passamaquoddy, an Eastern Algonquian language spoken in New Brunswick in Canada and in Maine in the USA. The recording comes from YouTube:
