Probably something from Russia, probably the Caucasus region. Ingush or Adyghe or Avar or something along those lines.
I agree that it sounds Turkic but it has so many consonants that it must be from the Caucuses region.
The answer is Chechen (Нохчийн мотт), a Northeast Caucasian language spoken mainly in the Republic of Chechnya in the Russian Federation. The recording comes from YouTube:

To me it just sounds like a cross between Hungarian, Turkish and Icelandic.

I think it’s a Northern Caucasian language, Vei-Nakh…can it be Chechen?
