Makes me think of something from North-Western Caucasus, like Adyghe or Abkhazian, butbi might be totally off the mark.
It is the Jaqaru language that is spoken very close to Lima, Peru. Who speaks it seems to be called Yolanda Nieves Payano Iturrízaga. Researching this name I’ve definitely checked that it is this languge. The word Jaqaru is clearly heard in this audio.
Sorry,I want to say Departamento de Lima, not City of Lima.
