It is an indigenous language from Taiwan. I recognise the clip so it would be a bit of cheat to give the answer.
Yes, I also heard the word Taiwan and I think it’s an Austronesian language of Formosa, or Taiwan…Atayal, Seediq…I don’t know which of them.
The answer is Babuza / Taokas, a Formosan language spoken in Changhua county in the northwest of Taiwan. The recording comes from YouTube:

I think it’s Taokas language.
