It sounds Chinese to me, but I don’t know enough about Chinese languages to tell which language exactly (only that it’s not Mandarin).
The answer is Dungan (хуэйзў йүян / huejzw jyian), a variety of Guan Chinese spoken in Kyrgyzstan, Kazakhstan and Uzbekistan. The recording comes from YouTube:
