I almost think I hear some Spanish loanwords (“con usted” maybe?), but I can’t make them out well enough to be sure. Assuming it is in a Spanish-speaking country, I’d guess ᱴᱮᱮᱱᱮᱠ because it sounds like he says the name of that language multiple times.
Some of the sounds suggest something Polynesian but I also hear something rather Philipipno, particularly the timbre of the voice.

The mystery language is Cha’palaa, a Barbacoan language spoken in northern Ecuador.
