Odd… Has a lot of words that sound like French. The accent sounds Portuguese. But many sound totally non-Western-European, perhaps North Indian or Georgian.
Perhaps some Brazilian Creole? Or something from the area of Guinea Bissau?
A French creole; I’m guessing Michif or Metis French; Cree and French??
Sounds a lot like a French creole, with notable retroflex fricatives and affricates in there. I have no guess though, beyond what Lewis already guessed.

The answer is Michif a mixed language that combines elements of Plains Cree and Métis French that is spoken in parts of Canada and the USA.
