That’s Dakota Sioux!
Er, sorry, it’s actually Lakota Sioux (I just checked the recording on the site).
My first thought was actually Ho-Chunk/Winnebago, but that got me close enough to figure it out. Either way, the giveaway was “hoksila”, which means “boy”.
Sounded like that to me, though I wouldn’t be sure of the specific language.
The answer is indeed Lakota Sioux (Lakhóta), a Siouan language spoken in parts of Nebraska, Minnesota, North Dakota, South Dakota and Montana in the USA, and also in Canada.
