This is Jingphaw (Kachin), a Tibeto-Burman language spoken in far northern Burma and neighbouring parts of Yunnan province in China. This recording is definitely in one of the dialects spoken in Burma because I recognised the Burmese loan ‘taraa ubaday’, which means ‘law’.
Wild guess somewhere in Indo China. Cambodia ?
I’m not prepared to name a specific language like Elendil, but I’m also thinking Tibeto-Burman.
