Sounds Tamil…
That is Sinhalese/Sinhala (සිංහල) spoken in Sri Lanka by about 16,000,000 people.

Matt is right – the language is Sinhala/Sinhalese, which is spoken mainly in Sri Lanka, and the recording does come from Let’s Speak Sinhala.
Well Sinhala is most greatly influenced by Tamil. It even lost the distinction between aspirated and unaspirated sounds. Also, it has inherited the destinction between short and long e and o which is not found in any other Indo-Aryan language (save for Divehi, Sinhala’s closest relative).
