I think this could be a Turkic language – a quite divergent one, though (from a Standard Turkish perspective).
I think Emanuel could be right although for some reason I think I hear an Iranian language, something from northern Iran. Not sure why though.
I believe I hear the Russian word Пoсёлок “village” a couple of times. I suspect that this is a language of the Caucasus.
I was able to identify it: This is Dolgan, or Haka, a Turkic language spoken in the north of Siberia and closely related to Yakut (Sakha).
