It is CERTAINLY French, probably a Creole. I thought I heard the word “Antiilles” in the clip so I wonder if it isn’t a French Creole from the Caribbean (possibly Guadeloupe or Matinique?)
If it’s a creole, ,it’s very high acrolect. I think a regional variety seems more likely.

I agree with Daniel – it’s too close to French for a Creole. I’d rather go for a regional language, or variety of French, spoken in Metropolitan France. I wouldn’t rule out the Americas entirely (e.g. Quebec) but consider that less likely.

No, it doesn’t sound like from Quebec but there are other varieties of French spoken in the Americas. However, I think something European is more likely.
