There is something in the voice that suggests to me an influence of Spanish so I am guessing either a language spoken in the Philippines or a native language from Central or South America.
Perhaps it’s a language from the Harakambut (Amarakaeri) family in the area of Madre de Dios river…
After having seen and listened to the clip on Kawesqar from YouTube they sound similar but I don’t think there are as man “clicks” in this as I heard on Kawesqar. Could they be kin to each other though?

The language is indeed Yaghan (yámanakutu), a language isolate spoken on Navarino Island in the Antártica Chilena Province of the Magallanes region of southern Chile.
