It sounds like one on those languages that can be written in Canadian Aboriginal Syllables. Could it be that?
It’s definitely Algonquian, and probably Eastern Algonquian.
I’m going to say Míkmawísimk, Wôbanakiôdwawôgan, or Malecite-Passamaquoddy.
If it’s not Eastern Algonquian my guess is Atikamekw
Judging from the somewhat monotone aspect of the language as well as the timbre of the voice and the consonant sounds I think it is a North American Indian language. It reminds me of Mikmaq or Malecite from here in New Brunswick Canada.
