Just guessing ( as usual) but could it be related to a Inuit or Aleut language?
It actually is indeed North American, along the west coast, but much more south: Kumeyaay (Yuman family, Delta-California branch) of Southern California.
After some quick research it seems that, along with the Canadian Chipewyan language (Athabaskan), it is one of the few languages of North America which has both the fricative [ɬ] and a trilled [r] in its consonant inventory.
The answer is Kumeyaay (K’miai), a Yuman-Cochimí language spoken in Baja California state in northern Mexico, and in southern California in the USA.
