Based on vocabulary clues, I’d say a French-based creole from southern Africa, but I could be wrong.
Isn’t he talking about “window to Namibia” at 0:12? And some words seem to have been taken from Portuguese (e.g. conselho?).
Makes me think that it’s a Bantu language spoken in Angola. Maybe Umbundu?
The answer is Gwere (Lugwere), a Bantu language spoken in parts of eastern Uganda.
