From the style and the apparent ending with /zi ‘on/, I think it’s a Jewish vernacular. Definitely not Hebrew or Yiddish.
The language is Rushani (Rōšōrvī ziv) a Pamir language spoken in mainly in Afghanistan, and also in Tajikistan. The recording comes from YouTube.

Here’s a clue – it’s spoken mainly in Afghanistan. It isn’t a Jewish language, by the way.
