The language is indeed Montagnais (Innu-Aimun) an Algonquian language spoken in Labrador and Quebec in Canada.
The poem appears on a mural I saw on a wall in the Latin Quarter of Montreal. It is a bilingual poem by Joséphine Bacon entitled “Bâtons à message / Tshissinuatshitakana.“. The French version is as follows:
Le passage d’hier à demain devient aujourd’hui
L’unique parole da ma sœur, la terre.
Seul le tonnerre absout une vie vécue.
Looks like Innu-aimun (Montagnais), Eastern Canada.
