The answer is Lango (Lwo), a southern Luo language spoken in the Lango sub-region of the Northern Region of Uganda. The recording comes from the the GRN.
I never would have guessed that, and now that you’ve said it I still can’t hear it, but that’s not surprising. The geographically closest language I might have a chance of recognizing is Swahili, and it’s not even in the same family.
I would guess this one is from the Southern Pacific. New Guinea or Micronesia.
