It sounds a lot like an Iranian language.
The lack of a recording without music in the background makes me believe that it is a lesser known language as for example Larestani, Bashkardi or Kumzari.
Yeah, sounds like straight-forward Persian to me too.
The answer is Sivandi (زووآن ئ سیوندی), an Iranian language spoken in Fars Province in Iran.
