The answer is Wenzhounese (溫州話), specifically the dialect of Wenzhounese spoken in Hongqiao town (虹桥镇), Yueqing city (乐清市) in Wenzhou (温州) in Zhejiang Province (浙江省), China. The recording comes from 乡音苑 Phonemica. Reply

Chinese language maybe Manchu.
Very similar to Mandarin, but not quite.
