This mysterious writing is the signature on a painting that the owner believes to be one or two hundred years old.
This writing appears on an old “Ibrik” Armenian copper coffee pot and the owner believes it to be a date.

The second “inscription” is clearly a soviet price tag. I do not know what the H in the circle means, but the next character is the cyrillic letter “ц” for price (цена) and then: 1 R(ouble) 50 (Kopecks).
