Lima, Peru, or Buenos Aires, Argentina? Spanish either way. I really have no idea.
Since everyone’s going to say Spanish or Portuguese, I might pre-emptively defer and say it’s a city in Belize and that they therefore speak English there (even though it’s really Central America, and even though I don’t really think it’s Belize at all).
OK, I’ll say its Asuncion, capital of Paraguay and the language is Guarani – the water I therefore presume is not a sea-shore but the Paraguay river.
Of course it is not in Brazil, because we don’t have this kind of beachs with stairs.
This kind appears usuly in Montevideo-capital of Uruguay and in some city of Argentina.
Of course it is not in Paraguay as sad sion. The country doesn’t have beaches, and the greates rivers of the country are at the border of Brazil.
