Yes, vyrpenz, definitely an Uralic language, and I’d say from the former Soviet Union because I think I heard the Russian word ‘oblast’ at 00:09.
I would agree with both replies above. I thought the first word was”Inginoist” and I certainly heard the word “oblast”.
