My first reaction is an African language not necessarily Bantu and might be a Creole influenced by French. Certain sounds resemble French.
I agree with Hank that this is probably an African language but am not sure about the French Creole. French influence is not necessary to explain what sounds like nasal vowels in the recording. The language could also be tonal.
