Could it be Aleut, spoken in Alaska and Kamchatka?
Right area, more or less, wrong language.
Not so mysterious this language any more, since we had it once before.

Sounds like a Na-dene language to me.

The answer is Tlingit (LingĂt), a Na-Dene language spoken in parts of Alaska in the USA, and British Colombia and the Yukon Territory in Canada.
