MM got it – it is indeed Bavarian (Bayerisch/Bairisch), a dialect of German spoken in Bavaria (Bayern/Baiern). The recording comes from YouTube is part of an episode of the Simpsons (De Huabas) in Bavarian.
The Preiß meaning Prussian was a clue. Austrians might talk about Piefkes, but afaik only Bavarians talk about Prussians (i.e. the rest of the world.)
