Boy, the most striking thing about this clip is the cadence, but all that suggests is that it is some form of public declamation, I’ll just guess “one of the many South American Amerindian languages” because languages that remind me of Spanish but have no Spanish words often seem to come from there.

The answer is Zangskari, a Tibetic language spoken in India and Pakistan in Jammu, Kashmir and Ladakh.
