The constructions, specially the church, in the middle of the photo are Portuguese style. So, The country is Portugal, language Portuguese, but I don’t know which city is.
Giovanni got it – it is indeed Lisbon (Lisboa), the capital of Portugal, where they speak Portuguese.
Sorry to correct you, Simon, but “Lisboa” does not have a tilde over the _a_, as you spell it (**Lisboã). I understand the temptation to do so, given the frequent occurrence of _ã_ and especially _ão_ in Portuguese. 😉
