Instead of the more everyday ﻬ medial form of ه/ﻫ haa’, the calligraphy uses the simplified, more calligraphic ﮩ version and the و waw is superimposed on the angled alif of the first لاً laam-‘alif compound character.
It says اهلا وسهلا “ahlan wi-sahlan” meaning welcome in Arabic.
