A visitor to Omniglot sent in this scan of a letter in Ottoman Turkish. Can anyone make sense of it?

couldn’t make much sense since I’m not a Turkish speaker myself but I deduced some stuff:
1. The letter is dedicated to 2 persons, Ali and Mohammed Agha (Agha here is title).
2. I read the word “Silah” in some places, so I take it as it is about some weapons (Silah = weapon in Arabic).
3. The writer seems to be someone named Uğlu Ramadhan Aghajan.
I read also some names like Othman and Muslim Afandi (Afandi is also a title).
