The language is Nenets (Ненэця’ вада), a Samoyedic language spoken in parts of Sibera in Russian. I don’t know which variety of Nenets it is though. The recording comes from YouTube.
Spoken somewhere in North America? I want to say it’s Aleut or some Eskimo language.
