Dallas citycouncil
Except as or else furnished by this Charter, all powers confabulated on the city shall be exerted by a CityCouncil to be compiled of 15 members, put forward and elected in the manner hereunder provided unless otherwise offered by law. One member of the CityCouncil, Place 15, shall be elected by the characterized voters of the entire city and 14 members by the qualified voters residing in a especial district, Places 1 through 14 correspondingly, as allowed for in Chapter IV of this Charter. Members of council, Places 1 through 14, shall each be elective for a term of two years and member of council, Place 15, shall be designated for a term of four years. The Dallas CityCouncil members so designated shall take office on the first Monday following the 30th calendar day after the final canvass of the general election, and they shall hand round until their personal successors have been elected and qualified.
Mayor's
Election and Duties
• The person designated as member of council, Place
15, shall be the commanding officer of the CityCouncil
and the mayor of the City of Dallas. The mayor shall have
a ballot on all matters coming before the city council, other
than substantiation of appointments by the mayor, unless or
else disqualified, but no power to veto. The mayor shall be
the officer head of the city government.
• In addition to the mayor's supplementary duties, the mayor shall make certain that annual reports are made as to the state of the city, its financial condition, its happenings, and its plan and needs for the future.
Council Qualifications
Each member of the Dallas CityCouncil shall, in totaling to the other qualifications prearranged by law, be at the date of election a qualified voter of the city, and shall not be in indebtedness in the payment of any taxes or other liabilities due the city.
Limitation of Terms
• A person who has attended to as a member of the city council other than Place 15 for four consecutive two-year terms shall not again be entitled to become a candidate for, or to attend to in, any place on the Dallas CityCouncil leave off Place 15 until at least one term has elapsed.
• A person who has attended to two consecutive terms as a member of the city council, Place 15, shall not once again be eligible to become a nominee for, or to serve in, Place 15 on the city council until at least one term for Place 15 has slipped away.
• A "term" as employed in Subsection (a) shall let in any period of inspection and repair during a CityCouncil term when that period is in inordinateness of one year, including a term from which the member left office.
• For the determination of limiting terms under Subsection
• a term admits a period of time less than four years when the period of service by a mayor for the duration of a term is in excess of 731 days.
Compensationo of the Members of the City Council
• Effective October 1, 2001, each associate of the city council, other than the mayor, shall take delivery of as reimbursement for services the sum of $37,500 for each year (cyphered for partial years) that the member serves on the Dallas CityCouncil. The mayor shall receive as reimbursement for services the sum of $60,000 for each year (prorated for partial years) served as mayor on the city council.
• For determinations of this section, a “year” means a 12-sequentially-month period.
• The recompense provided for in Subsection (a) will be paid on a semiweekly basis.
• In addition to getting the compensation provided for in Subsection (a), all necessary expenses obtained by members of the city council in the performance of their responsibilities will be paid by the city, when authorized by the city council.
• If any Dallas CityCouncil member, letting in the mayor, misses more than 10
percent of the total number of regular meetings held by the city council for the period of any compensation year, then the city council member’s recompense provided for under Subsection (a) for that year will be concentrated proportionately by the percentage of meetings missed.
Vacancies in the city council; how filled
• If a vacancy comes about on the city council, the emptiness must be filled at a special Election for that purpose except a general election that would occupy the empty place is scheduled to occur within 120 days after the vacancy happened. As soon as executable after the natural event of the vacancy, the city council shall call a special election to be held at the next empowered election date that is at least 60 days after the date of the occurrence of the vacancy.
• A person selected to fill a emptiness on the city council shall attend to only until the next general city election for that place.
• If a candidate punctually elected to the city council at the general election breaks down to take the swearing of office on or before 10 days after the beginning of the term, then that place will be conceived a vacancy and filled as catered in this section for other vacancies. If a nominee elected to the city council at a special election conks out to take the oath of office on or before 10 days after the official examine of the election, then that place will be conceived a vacancy and filled as provided in this section for other vacancies.
• In the event of the death or impairment of all members of the city council for any reason, such that the city council is ineffectual to call an election to fill vacuums on the city council, the city attorney is empowered to institute an action on behalf of the city in the district court of Dallas County, Texas to receive an advantageous order declaring an exigency and calling a special election to fill the city council vacancies. If state law furnishes for the manner and method of calling such an election, then state law shall be accompanied in lieu of the instituting of court action by the city attorney.
Reglar meetings
• On the day the appendages of the city council take office, they shall assemble at the building denominated as the official city hall, and thereafter all regular meetings of the city council must be adjudged in the city hall building in such emplacements and at such times as may be decreed by ordinance, resolution, or lawfully-posted notice. Special Meetings Special meetings shall be called by the city secretaire upon the written request of the mayor, the city manager or three members of the council.
