I have been thinking about making a conlang based on Old Norse and Norn, well, one thing lead to another and here is the phonology thus far. I will add grammar rules eventually.

What is the orthography? Do you use ø or ö? æ or ä? Is [ŋ] represented by /ng/ or /ŋ/, like in my Germanic conlang. Kudos for you for trying to tackle Germanic, though. Just you wait for the grammar...

note, whenever ð comes directly after a vowel it lengthens it, so O would be /o/ but Oð would be /o:/

Lets start with some basic, urk, grammar.
Sjallbår is a very inflectional language, in this way I made it like Icelandic and Norn

The way it works is that the emphasized word goes first in the sentence, so

I did not tell him to kill the surgeon.

Ikk jeg þið segj hum til drøg eg Øðrgildoktor.

I did not tell him to kill the surgeon.

Jeg þið ikk segj hum til drøg eg Øðrgildoktor.

I did not tell him to kill the surgeon.

Drøg eg Øðrgildoktor jeg ikk segj hum til þið.

But is the language SVO or SOV (both are common in Germanics)? Is it V2? If so, Is it CP-V2 or IP-V2?

It will be SVO, like English.

so "The squid is green."
would be

Eg sjmøkfiðsur er grån.

again if a certain word were emphasized like

'The squid is green'
(i.e. not some other color.)

it would be

Grån er eg sjmøkfiðsur.

(Green is the squid.)

What about "I did not tell him to kill the surgeon"? Or "I told him to not kill the surgeon".

I did not tell him to kill the surgeon. Would end up something like

Drøg ikk eg Øðrgildoktor jeg segj hum til þið.

Kill not the surgeon I told him to do.

with the verb coming first.

I told him to not kill the surgeon.

would be more tricky, but would end up like

Ikk drøg eg Øðrgildoktor jeg segj hum til þið.

Not kill the surgeon I told him to do.
