Remember, he's a European at heart. He means "smart" in the proper (i.e. British English) sense of "sharply dressed", not the debased (i.e. American English) sense of "clever". For all we know, he is the veritable Beau Brummel of his area of California.

As a matter of fact I mean both uses of the word, being that I associate with both peoples.
