Not exactly. The First World is the developed Western world, the Second the Communist countries and the Third everywhere else. So it's an international relations term more than referring to the level of economic development. But with the fall of the Soviet Union and the retreat of Communism in pretty much everywhere, it's hard to see how this term is relevant any longer.
