In any case, the dictionary lists 소 for the 볼 meanings while for 쇠 and 사람 이름 it lists 쇠. Given that it lists 쇠 for 사름 이름 I think that would be the appropriate reading for use in names. But, you never know with names, right?

My opinion on your Japanese:
-I don't think <あんた> is appropriate to use there. <あなた> is probably better.
-I don't think you should use <記す> there. <思い出す> or <記憶する> is probably better.
-<ようこそ> is "welcome", not <余こそ>. It should be preceeded by <へ>, not <に>.
