ungrammatical is not the same as unintelligible
Compare the following:

اللهجة الخليجية
Not that I have anything against that dialect, but why use words from it while typing in MSA in a thread about Egypt?

It's ungrammatical here, but this way of topicalization is actually really common when introducing descriptions. For example, the article on علم at Arabic wikipedia starts with:
العِلْـمُ، هو كل نوع من المعارف أو التطبيقات.

"The science, he (is) every kind of knowledge or applications."

Here it there's a comma although there often isn't any.
