I guess it just depends on the circumstances and context... both mean "to talk" I guess, but "prata" feels less formal and seems more like "to chat" or "prattle". I've been told by native speakers that you can pretty much use the two interchangeably.

When talking to a mass of people, it would be better to use "tala" instead of "prata". "Tal" means "speech" and "prat" means something like "chit-chat".
