Problem registering for conlanger bboard

I have been trying to register on the Conlanger.com Bulletin Board but after I enter my user information and click "Submit" I continually get the error


Failed sending email :: PHP ::

DEBUG MODE

Line : 234
File : emailer.php


To register for this forum I had to send an email to someone to prove that I am a person and not a Spambot. Is that what I need to do to register on the Conlanger bboard? If so then who do I send the email to? Thank you in advance for any suggestions.
