Can Heterijo be pro-drop in the first and second person?

Yes, it's pro-drop.

I'm announcing a name-change for my lang.
You may now call it "Atanadjol." "Lo Ocoqk Djol" is the Atanadjol for Atanadjol. It means "The Great Speech."

Tomorrow, when my migraine ends, I'll have the grammar posted. For now, bedtime.
