Based on the clue I go with Prague. Languages are obvious.

i don’t think so… Prague looks different. i have to know it :-)
i think it is somewhere in Germany. the river may be Elbe.

That looks like Magdeburg, and if it is, the language spoken is German.

It’s not Magdeburg but Meissen,renowned for its porcelain. What we see is the Albrechtsburg and the cathedral behind.

Yesterday, I tried to post that it was Meissen, but when I hit submit nothing seemed to happen. When I tried the third time, it said I was posting a duplicate message. I don’t know what went wrong, but it appears to be working now.
